Dear,
We would like to point out the three primary facts of anti-constitutional activity of the Missions of Republika Srpska abroad. Through the decision of Republika Srpska, its Missions have been established in Austria, USA, the Russian Federation, Belgium, Serbia Greece and Israel. We point out that these Missions work against the interests of Bosnia and Herzegovina and against the Dayton Peace Agreement and the Constitution of Bosnia and Herzegovina.
There are several misrepresentations on the part of these Missions:
First, the Missions of the Bosnian entity of Republika Srpska falsely present themselves as a part of the diplomatic network with its authorizations. The Missions organize ‘diplomatic’ visits of Republika Srpska officials, without prior knowledge of the Presidency, the Ministry of foreign affairs and embassies of Bosnia and Herzegovina. We consider this a flagrant contempt of the accreditation procedures as contrary to the Dayton Peace Agreement and a violation of the Vienna Convention on Diplomatic relations.
Second, the Missions of Republika Srpska falsely represent their authorizations and areas of work. For example, the Missions of Republika Srpska in Vienna and Brussels present themselves as if they are accredited in Austria and Belgium. This is false. These Missions are regional Missions of the City of Vienna and the City of Brussels. We consider it vital to inform the governments of Austria, Belgium and representatives of the European Commission about false impersonation within EU countries.
Third, in the Missions of Republika Srpska, only members of the Serb nationality are employed, without a member of the other two constituent peoples. The existence of Republika Srpska is based on a legal basis of a multi-ethnic territorial unit of Bosnia and Herzegovina, so its Missions, in order to exist at all, must be multi-ethnic. If at least one-third of the regional Missions are not lead by Croats or Bosniaks, or, if at any mission at least one Croat or Bosnian is not working, such para-bodies exist contrary to the Constitution of Bosnia and Herzegovina.
Bosnia and Herzegovina is faced with a series of parasitic parallelisms: para-police, para-intelligence, para-referendum and para-diplomats. The responsibility to sanction unconstitutional actions rests on the state authorities of Bosnia and Herzegovina, but for para-diplomatic actions the responsibility rests on all of us – the people of Bosnia and Herzegovina living in the diaspora – if we want to protect the interests of the country.
We call upon governments and local authorities of all eight countries in which the para-Missions of Republika Srpska are active, to re-examine the legal basis for their existence, in accordance with the above undeniable facts.
Finally, the Missions of Republika Srpska belong and work in the name of individuals who are a danger for regional peace and security and who are placed on a black list in the United States of America. Any individual who financially or in any other way supports those who are on the black list could find himself or herself on it. The heads of the Missions of Republika Srpska most likely work not for the interests of the Serb people, but for Milorad Dodik whose interests are: secession, war, expulsion, conflict and anti-Dayton activities.
The Bosnia-Herzegovian diaspora, as incorruptible witness of the constitutional activities of BH diplomatic missions, will vigilantly watch any violation of the interests of Bosnia and Herzegovina abroad and promptly react.
